I suspect (but cannot prove) that for the dinner at the Chateau Laurier HM wore this dress. The press descriptions of the dress are remarkably similar. https://www.shutterstock.com/editorial/image-editorial/king-george-vi-died-6252-and-queen-elizabeth-queen-mother-died-30302-march-1939-the-queen-in-white-crinoline-powdered-with-gold-sequins-handed-her-fur-wrap-to-an-officer-as-she-arrived-at-covent-garden-last-night-with-the-king-queen-mary-a-1170521a and http://www.ottawacitizen.com/news/royal-visit/photos+royal+visits+ottawa/3137231/story.html

We now have at least 4 separate occasions on which Queen Elizabeth the Queen Mother has been photographed wearing the Teck crescents and roses tiara: 2 in Canada in 1939; one in London in April 1939 and one time after WWII when she wore the Greville emeralds.
