In the early days the Queen seems to have used it for both formal and not so formal events. In the attached photo she is seen reviewing the St. John Ambulance Brigade in Hyde Park in 1956:

She also wore the jewel as a brooch at the Gala Performance hosted in her honour during her first State Visit to Norway back in 1955.
