It is the host who sets the dress code and tiaras haven't been worn at French Republic hosted state dinners in many years. We are lucky that things have been upgraded to black-tie and formal evening gowns for this banquet which made appropriate Camilla wearing a very regal demi-parure.
Search for photos of the 2014 Swedish, 2015 Spanish, and 2016 Dutch state banquets in Paris and see a less formal dress code with men in business suits and the queens in knee length dresses. No tiaras and few very grand jewels. For the Dutch dinner Francois Cluzet wore an open shirt and no tie....That was a very relaxed dress code indeed.
