Beth, I suspect your photo from Trooping of the Colour in 1935 shows indeed the brooch in question, and the middle part of the choker provides an additional rectangular platinum/diamond frame for the brooch.
The photo is misleading insofar, as the blurry image makes the scrolls and "steps" look like a frame, whereas the outline of the brooch is much more "open".
The two buckles left and right not only connect the middle part to the next elements of the choker but also hold the brooch in place (one can see the small platinum beads which no doubt are part of the mechanism to secure the clasps).
