Melaque taxistas have not nearly doubled their rates, abolished 15-peso tuk-tuks, or torn up topes in the middle of the night so that they can drive faster. If someone can answer Helga's original question, we might know how the local taxistas get away with price-gouging. Inquiring minds want to know.
