Versions of the three new extensions are planned to launch on BBC Sounds later this year whilst the regulatory process takes place about their distribution on DAB+.
They don't need a PIT test to do that.
BBC4 is transmitting far less original programming now but is broadcasting archive programmes instead. On Fridays these are usually music shows, often focusing on a particular artist or genre. Sometimes these include a new show as well, either made by them or another company. I often watch some of them.
Live music sessions from the 60s onwards are regularly played on BBC Six Music programmes I listen to. Many archived documentaries are being broadcast live on 6 Music and then made available on demand. There was a Radio 2 two hour programme Leo Green meets Roy Orbison on 6 Music broadcast at 1 a.m. today which includes live BBC sessions of his.
I don't see why these shouldn't be made available on a Radio 2 spin off station during evenings which is when I would think most of them would have been originally broadcast. There's also plenty of live in concert recordings that could be broadcast.
Don't know enough to comment on the Radio 1 Dance station but the other three extensions seem to be distinctive as well as quoting a percentage of the tracks that have to feature British artists.

Radiocentre, which represents commercial stations, said Ofcom should reject these “proposed market interventions that would just offer duplicate services and not deliver against the BBC’s obligations, at the same time as harming commercial innovation”.
