Four channels would be sufficient for this, 2 TV one domestic one international, and 2 radio, home and world.
My first thoughts are that the BBC has been making drastic cuts to radio services so expanding into more makes no sense at all. They seem to be talking about creating specialist offshoots which should definitely be left to community stations and the commercial sector. In my view, the BBC already has too many national services.
