I did say reduced or sliding scale fees
for example, the cost of daycare is so expensive that it makes no sense for a person to go to work. Leaving another person doing double duty to keep up with the cost of housing and food. I am just thinking that if the stay at home could work full time (ie contribute taxes and $$ to the economy it might be a good thing). Bus rates might be similar. If people have greater means to go to jobs they wouldn't normally be able to get to and then, contribute more to the economy... I am just throwing ideas out there
