It’s debatable and can be seen merely as rhetoric, not solely

a logical statement. Even so, a false dichotomy means that it’s illogical but NOT NECESSARILY UNTRUE. Considering Mills’ intent, there’s no doubt it is a rhetorical statement, imo.
