Given that entire towns were wiped out, is it unreasonable to expect fireproof roofs, solar panels, and sprinkler systems?

After all, one MAJOR factor in wildfires is electrical grids and wires in highly flammable areas.

That said, only 7 permits SEEMS absurd. I'd like to know more of WHY only 7 permits have been issued? Have insurance companies paid out claims? Are they refusing to re-insure homes in those places? Have many of those former homeowners left the state? Were many houses under-insured?

There's usually so much more to every story than the headlines.
