California plant life evolved to survive massive periodic and cyclic fires. Almost all California plants, from poppies to sequoias adapted to occasional and periodic massive fires. Many have reproductive cycles that will only kick into play AFTER a fire.
California fires occurred before man either lived in the state, or developed it.
The California government is developing new policy to both live with and mitigate wildfire, whether natural or human caused... which REPUBLICANS don't like.
