When I saw your heading I thought he had taken up Putin's offer of citizenship to those fed up with "liberal democracy" (Sov as in Soviet).
There was a similar movement in Britain, and a spate of people claiming they were Freemen on the land and quoting Magna Carta and such in court. They were fined or imprisoned regardless.
When I was on Uptown Radio we occasionally broadcast from the Kennedy Acre in Runnymede, in the hope we could plead American soil if caught, but we were never raided there, so it was not put to the test in court.

My computer sometimes leads me astray and takes me to videos about a movement in the USA and maybe to a degree in Australia of people called Sovereign Citizens.
They mostly come to the notice of the Cops by driving on public highways without valid documentation and when stopped come out with circular nonsense of how they are not driving but travelling and that their motor vehicle is actually a private conveyance. One fool even stated that his car was actually a vessel in dry dock.
The conversations go on for as long as the Cop can tolerate then the Citizen gets arrested.
It is a great time wasting exercise as they cite their own interpretation of the law as they see it while rejecting those parts of the law that they don't agree with. They often hark back to the founding fathers of America and while I have not heard of Freeborn John Lilburne being quoted yet I at once thought of Mervyn Hagger.
It was he in his John England persona who told me decades ago that I could defeat the Marine Offences Act and the 1991 Broadcast Act by stating that I was using Wireless Telephony and not Wireless Telegraphy.
Soon after, he contacted the unusual Christopher England ( what has become of him ? ) saying that a ' legal opportunity ' had arisen for Chris to seize Ross Revenge.
The Sov Cits have Guru's who teach them things that they absolutely believe about how USA laws don't apply to them. Thus they get arrested, fined and even imprisoned.
Go on line and have a survey of these people and consider that if Mervyn is not a Sov Cit Guru, he may very much wish to be and may well have missed a marvellous opportunity.
