The parents knew because of his age he woukd be unable to buy the weapons involved so were they ordered in the parents name? He had been referred to an agency who works with this type of extremist behaviour 3 times and it wasn't taken forward. It seems like a lot of buck passing is going on around responsibility, but in the end will anyone be held responsible for the inaction that ultimately caused the loss of 3 young lives and the injuries and trauma of many more. I doubt it.
