Impossible not to concur with all these posts. The authorities continue to fail to act. This includes doctors who must have known of the condition of the responsible person. The problem lies with the change in the Mental Institution act. This process, known as deinstitutionalisation, replaced large secure hospitals with Care in the Community policies. The only secure mental hospitals left are those such as Broadmoor where dangerous mentally ill people are sent AFTER the event. Current institutions are not preventative. In response to this terrible outrage, our prime minister has offered his intention to prevent future such occurrences. I hope, without a great deal of confidence, he will act very quickly - like now.
