It's only seen as a sign of oppression because it is actively stigmatized. If people fight to change that stigma, then it's less likely to be seen as a sign of oppression. This could create an odd situation, at least in the perspective of some people, where "objecting" to women wearing headscarves is itself viewed as a sign of oppression. Private attitudes are one thing, but when legislation is signed into law that affects freedom of choice, including the freedom of choice to wear headscarves, that is just as oppressive as laws mandating the wearing of headscarves. It's not an either/or situation.
