We have Hochul's congestion law that applies to anyone who wants or needs to enter the 'Congestion Relief Zone' in Manhattan. Drive into the zone (below 60th street) and you have to pay a surcharge of $9.00 bucks. The collected funds are suppose to go towards transit projects. The question has been raised - why should some city drivers have to pay more to support transit projects than others?
Thankfully I have no need to drive into NYC these days.
