A&M, normal school, liberal arts - these are not the same thing

The Cal State schools were mostly normal schools, except Northridge. Same for the Illinois regional schools (including NEIU and Chicago State).
The Cal system and the Illinois system are A&M.
Governors State University was the thing ATL mentioned, a place to finish what you started at community college. It's sui generis.
Does Illinois need a teacher's college in every corner of the state?
