...was John Gremer (if anyone remembers him, yes this was a long time ago) was quite adamant that those were two completely separate parts of the instructions... (1) On School Days (2) When Children Are Present ...meaning that if you saw any children present at all (playing on the playground next to it, or athletic teams having practice outside, etc.) you had to drive that slow regardless of the day of the week or the time of day. Even the weekends, even the evenings. I always thought that was a pile of bullshit and that he was just trying to scare everyone into being extra careful in school zones. I don't really know, though. I just follow the times shown or (here where we live) whether the yellow warning light is flashing or not.
