CNBC's business competetiveness ratings ranks Indiana only marginally ahead of Illinois Archived Message

Indiana is ranked highly for "business friendliness", but Illinois is around the same area as Arkansas, Louisiana, and Montana. I'd also assume that a lot of the business unfriendliness is driven by local laws and regulations in big cities like Chicago and that the counties in Southern Illinois don't have those burdens. If industry is developing in nearby Indiana counties instead of these Illinois counties, it may be due to "business friendliness" but it may also be something other than that.
