No manufacturing or service industry base. Not enough highly trained workers. People are leaving because the locals are stuck in their ways and unable to adapt.
My mid sized Chicago suburb has as much population as 80 of Illinois’ 102 counties. They can leave for Indiana and be a burden on Indiana like they are a tax drain here, and nothing will change.

Indiana's population has been growing at a steady rate. Illinois' population has been shrinking until the last couple years, mostly due to international immigration, even with a net 54k moving out to other states.
