According to the Court Circular, the Ladies were the Duchess of Devonshire, the Countess of Euston (later Duchess of Grafton) and Lady Rose Baring.

The tiara appears to be part of the jewels of the Countesses of Antrim. It was worn by the Countess of Antrim for the 1911 Coronation. See http://lafayette.org.uk/ant6988.html
Lady Rose Baring was formerly Lady Rose McDonnell, daughter of the 7th Earl of Antrim and sister of the 8th Earl.
