The lists of Purveyors to the Imperial and Royal Court in the annual court almanachs were redacted and published by the department that issued these warrants. It's quite simple: If a name is not on the list, there was no warrant. The advertisments of Moriz Oesterreicher in the Lehmann address directories stated accordingly between 1905 and 1918, that the company was Purveyor to the k. k. Civil Servants, which is not Purveyor to the Imperial and Royal Court, and even less "court jeweller". Nevertheless, the company must have been very successful between 1930 and 1938, as the ongoing relocation to more and more prestigious addresses proves, but considering the modest locations of their store until 1920, I highly doubt that Oesterreicher would have been counted among the more important jewellers during the last years of the monarchy.(Edited to correct notation of names)
