a sick and deranged person. He obviously takes pleasure in intimidating, bullying and hurting others... just because it makes him feel powerful and important. No laws, standards, ethics or 'god's law' applies to him. HE wants to be God... a sick god of brutality and revenge toward those who do not bow to him.
