I'm not sure how often they had hurricane hunter planes going thru it and possibly not very many buoys in the area to give atmospheric conditions and water temps to feed the models. For US (Atlantic) storms, we got a treasure trove of surface, bouy and ship observations and detailed water temperature measurement system to give to the models to churn. Out in the Pacific, not so much.
