That's good for 6th to 9th highest payroll in MLB. They signed one of the best managers in baseball away from his hometown and beat out his former GM. Cubs also have the 2nd to 5th best farm system, depending who you ask. A core of veterans outside of Swanson aren't signed to super long term deals. But yes, sorry the Cubs didn't sign Ohtani or trade for Soto, definitely a failure and not a team serious about winning.
