I'd be tempted to say numerous Caribbean countries, but the threat of hurricanes with no refuge would be a non-starter. At least on the East coast you just go further inland. Singapore would make the cut. I could afford a pretty nice house near some water in Cabo for $5M. I'd like to think there are a handful of South American countries (Chile, Argentina, Uruguay come first to mind) but I've not been there and don't know enough about them to know if I could enjoy them. $5M probably means you enjoy a nice existence pretty much anywhere though.
