And WHY is it that even the children of Middle Class parents who can afford to feed their kids can get "free" everything from the taxpayers?

Because it's too difficult for the City government to figure out who SHOULD get it and who shouldn't.

So that's what we get for our tax money: an incompetent lazy City government that can't do its job and solves that by just saying "Aw, f*ck it. Give to everyone."
