…I think there will definitely be a reshuffling, and probably some leveling. The cache or status of a school will only matter as a secondary factor, if the money is there as well.

A history of success has likely built a large, passionate fan base that can help fund the team. So there is still some built-in advantage. But I don’t know that, for most schools, that would be enough to outweigh the underlying conference revenue discrepancies, or the school to school differences that are driven much more by football than hoops, I think.

But there’s no salary cap, so you wouldn’t expect a completely even playing field like there is in the NFL. But there is very significant revenue sharing within conferences, so you won’t have the disparity you see in MLB.
