IIRC Solomon took out Irish citizenship (Living in Belfast this was easy for him to do) in order that he couldn't be prosecuted under the British Marine Offences act (Dublin born O'Rahilly of course was in a position to avail of the same loophole) it was pretty shortsighted on the part of the framers of the MoA to base it on nationality rather than citizenship but pretty convenient for the rest of us.
