Many sports have strict categories.
Boxing has weight categories. People who go over by only 1 pound have to fight in the higher category. Swimming has age groups for younger swimmers, so kids don't have to race against adults. If a kid is only one day too old, they have to race in the higher age group. It should work the same for men and women. People who are only slightly male still have an advantage over people who were born female. Transgender women have a slight advantage, so they should compete with men.
