Competitive athletes are the few already...

At the high school level is where this starts to matter. This is because at the high school level students start to compete for scholarships. Sure, the fastest females in the school is almost certainly faster than the slowest STUDENT in the school. She MIGHT be faster than the slowest male TRACK TEAM MEMBER. But the odds of her being faster than the fastest TRACK TEAM MEMBER is slim to none. So, if we don't differentiate, who gets the scholarship? Let's take a school with 1000 students, and 50 on the track teams. It is safe to assume that the students who actually DO run competitively are the faster runners in the school. So it is already selective simply by those who choose to compete. Then, if we select for the fastest RUNNERS (not the fastest males and the fastest females. The odds of a female being faster than the 25 fastest MALES in the school is HIGHLY unlikely. And that is just high school level competition. So, let's move on to collegiate competition levels. There we have nothing but scholarship winners, and walk ons who can BEAT scholarship winners. The odds of a female winning there if there aren't separate categories? It's simply not happening.
