Based on what my wife experiences at her school, absolutely.

It’s not just the obvious distractions. But it’s such a great part of the root of discipline issues. So many of the fights are performative, kids filming the fight for social media. I’m not saying it would eliminate fights, but so many are orchestrated at school on their phones, and incentivized by having it recorded.
