so now that line is permanently being pushed. At this point refs realize if they call it once (aside from blatant fouls like grabbing a keeper) teams will rightfully point out the hundreds of other times they ignored identical fouls on previous set pieces and the media will focus on the ref's inconsistency. So the refs just ignore all of the fouls and it gets worse and worse until set pieces have basically become WWE at this point.

I have never been a ref and realize how impossible of a job it is, but once they started ignoring set piece fouls it was inevitable that it would become an uncontrollable situation.
