The changes need to be at the system level. Unless the PL/PGMOL makes certain changes to the rules and/or how those rules are applied by the refs, and most importantly sticks to those changes, things will continue to be the same. Even when they have called for changes to things in the past (such as penalizing players for surrounding the ref after fouls) the new standard tends to be applied for a few weeks to start the next season before it is eventually ignored and things return to the way they were. It may be applied on an inconsistent basis still, but that doesn't help. Either those organizations decide the exact standard for things like what is allowed on set pieces and strictly enforce that standard every week, or the line pushing always returns and fans will always complain when the inconsistency affects their team.
