This is interesting to me. I can certainly think of examples. Let's see how often it happens.
Seems like more often than not it's the 2nd or 3rd or beyond guy taken that's the best.
2023 First QB: Young, Best QB (so far): Stroud (2nd) Stroud has been excellent in a situation that did not look great going in to. Young has been bad in the dumpster fire that is Carolina.
2022 First QB: Pickett, Best QB: Purdy (9th) Absolute shit QB class. Purdy has by far been the best, but I think a lot of that is situational. Put him on Pittsburgh with Matt Canada and is he putting up all pro numbers? I doubt it.
2021 First QB: Lawrence, Best QB: Lawrence Even with Lawrence being a little underwhelming for his hype, I think he's still been the best.
2020: First QB: Burrow, Best QB: Burrow This will go down as one of the best QB classes of all time and you can make an argument for Herbert or Tua (and Hurts and now Jordan Love) as best QB to come out this year, but I think Burrow is a step ahead.
2019: First QB: Murray, Best QB: Murray A pretty middling QB class with Jones, Haskins (RIP), and Drew Lock as the next ones off the board. Minshew is a solid late pick, but Kyler has been the best.
2018: First QB: Mayfield, Best QB: Jackson/Allen (5th, 3rd) Toss up between which of Lamar and Josh Allen you think is better, but both are top 5 in the league. Man, I really liked Sam Darnold this year. Whoops.
2017: I don't want to talk about it.
2016: First QB: Goff, Best QB: Prescott You could argue that Goff has been the best, but this year Dak was a top 5 QB in the league.
2015: First QB: Winston, Best QB: Winston Shittttttty class for QBs.
2014: First QB: Bortles , Best QB: uhhh, Derek Carr? Another crap class for QBs. At least Carr has made himself a 10 year starter in the league.
So, yeah, I think there's some validity to your point. I think you need to differentiate years where there was a clear favorite at 1 overall at QB (Winston, Murray, Burrow, Lawrence, Young) vs the rest. Those were nearly all consensus top picks and with the exception of Young and the dumpster fire of Carolina, have done pretty well.
It's much muddier when there isn't that runaway #1. In 2014, Bortles was a shock pick at #3 overall. In 2016, there was a lot of debate up until draft day on who people preferred between Goff and Carson Wentz. In 2017... goddammit Bears... a lot of people had Deshaun Watson ahead of Trubisky. In 2018, most people expected Josh Allen to go #1 overall to Cleveland up until the morning of the draft when it got leaked that Baker was going to be the pick. And 2022 was straight trash.
