The locals haven't failed in Portland, at least certainly not to a point where a rational person could deem it "war-ravaged." That's pure propaganda, cynically implemented by people counting on COVID/BLM era unrest in Portland (and the rightist media's considerable exaggeration thereof) to make some segments believe such things are happening now. They aren't. Portland is not only not in the top 10 for rates of serious crimes (homicide, rape, robbery, aggravated assault), it's not even in the top 50: ranked 57 according to FBI data. In any case, if a local governmental entity (like a municipality) had failed to the point where outside military assistance was called for, it's the job of that entity's leadership to ask their state's governor to call in the state's National Guard. It's not the responsibility of the federal government's Executive Branch to perform such a role, particularly (and conveniently) only in places where their political opposition is in power. Again, what is happening is utterly obvious, as is the need to resist it by whatever means necessary.
