Jesus said to forgive them "seventy times seven" times. But many like you would say, "They are not repentent, so why forgive them?" And others might choose to ignore or justify the sins or the lies about repentance altogether as no big deal, if convenient in some way.

So the question remains... who should be forgiven when and for what, and who should not? Because if it is about repentance, as you say... likely very few will ever be forgiven.
