Running a cabinet department is comparable to being CEO of a massive, diversified Fortune 100 company. Nobody thinks it would be fine for IBM to appoint some completely unqualified random crank as CEO. But a lot of people don’t have similar expectations of the executive branch.
Looked it up and if Wikipedia is right, the Department of Education, one of the smaller, least important departments, has a budget of $79 billion, which is close to the revenue of Proctor and Gamble or Boeing. These are massive organizations, not like being president of the PTA bake sale.
Sure, the large bulk of existing employees can keep things running even with ineffective leadership, just as is true in the private sector. But leadership is important to really make progress or drive improvement.
FWIW, the three basic factors I’d look for in an appointee are, in order: executive/senior leadership experience of a large organization, domain knowledge/expertise, and government experience. Quite a few of Trump’s picks have none of those. Edit—and yes, before anyone responds, I’m sure you could “both sides!” this by finding previous unqualified cabinet selections. But I doubt you could find another group of nominees that is anywhere close to this one.
