The NCAA needs hard and fast rules for restitution for player and coach movement... that's Part 1 of 2 of The Solution. Part 2 is player auditing. If the Federal Govt. wants to be involved, that's where the value is - players have to face scrutiny for their pay. While nothing will ever stop cash under the table, today's money environment is more electronic and traceable than ever, and the idea of the IRS auditing players will put a quick stop to a lot of the shenanigans.

If Player A leaves School A for a $2M offer, there needs to be a buyout where School B or Player A pays School A a penalty... let's say 25%.
Same for coaching moves before the end of contracts.
Pro sports have compensation for player movement, and sometimes coaching movement too.
